Nature of Work

This position is responsible for designing and facilitating training for users of the Electronic Benefits Transfer (EBT) web browser. Training includes introductory sessions for new users, advanced training for experienced users, one-on-one assistance, and support for online learning. The role ensures compliance with federal and state regulations and policies, while monitoring and evaluating training effectiveness through metrics, refresher sessions, and online resources.

Key responsibilities include:

  • Designing and delivering disaster benefit training.
  • Using vendor reports to identify training needs for cardholders, workers, and merchants, and creating resources to address them.
  • Maintaining training documentation, evaluations, and attendance records to meet federal and state reporting requirements.
  • Managing intranet and public-facing EBT website content, ensuring information is accurate, relevant, and up to date.
  • Leading group training sessions ranging from 5 to 100 participants.
  • Applying strong technical skills in:
  • Word processing (document and training material development)
  • Spreadsheet design (analyzing attendance and training outcomes)
  • Web design (intranet and internet applications)
  • Electronic presentation software (live and online training delivery)
  • Serving as a helpline contact for the Office of EBT
  • Reviewing documentation to ensure consistent graphic presentation, grammar, and style.

Preferred candidates will have knowledge of USDA Food and Nutrition Service guidelines and state policies related to WV Works, SNAP, and Children’s Account benefits.

Minimum Qualifications

Training: Bachelor's Degree from a regionally accredited four-year college or university.

Substitution: Additional experience as described below may be substituted for the required training on a year-for-year basis.

Experience: Four years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment.

Substitution: Post-graduate education in a field related to the technical or program area may be substituted for the required experience on the basis of fifteen semester hours for one year of experience.

Other Information

Three (3) years of full-time or equivalent part-time paid experience in the Health and Human Resources series may substitute for the required training and experience.
